The Demise of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from Russian territory, a ability provided through current data. From observation points, defense planes that had been scrambled to counter approaching aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that regional partners are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This pattern will, certainly, endure.

Political Considerations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
